cwallet.sso (Access is denied) when starting OBIEE services.

Tip of the week:  When starting OBIEE services, you get the following erors.

To test this: Have the user who is starting up server navigate to the MW_HOME\user_projects\domains\domain_name\config\fmwconfig\bootstrap\cwallet.sso file and try to open it.
Solution:
1. Log into the machine with a user who has administrator access to the machine and try this:
2. Navigate to MW_HOME\user_projects\domains\<UCM_Domain>\config\fmwconfig\bootstrap\cwallet.sso
3. Open cwallet.sso, go to properties of it and then security.
4. Enable full control,modify,Read and execute,read and write permissions for the current user (or the user who will be restarting the machine) and apply it.
